DRAFT Constitution of Toteg Tribe

This may always remain in Draft mode. It's here to guide us, not enslave us.

     We are an association of people who have chosen to affiliate under the spiritual banner of Toteg Tribe.

     As members of the Tribe we give our devotion to the Earth Mother and the Sky Father and to Their Children, the Spirits of our lands; and pay due respect to our ancestors without whom we would not be.

Article 1 - Organization and Authority

     Toteg Tribe is organized after the fashion of a family tree. Branching from the Tribe are Clans, branching from Clans, are Septs, etc. Toteg Tribe is a confederation of autonomous branches with its sole authority in granting recognition to Tribal spiritual leaders, the Clans, Septs, Circles, Coteries, and independent members, and its primary responsibility is to organize tribal concerns, disseminate information, training and other guidelines.

Article 2 - Tribal Membership

     Anyone who accepts this constitution, regardless of sex, age, race, color, sexual orientation, language, political views, or national origins may apply for and be granted membership in Toteg Tribe.  Membership in Toteg Tribe does not require membership in any established Clan, Sept, Circle, or Coterie. Members will be issued a Tribal ID Card.

Article 2a - Clan Membership

     Authorized Clans consist of two or more members of Toteg Tribe. Requirements for the establishment of authorized Clans will be outlined in Tribal Policy Letters. The Clan Doyen may establish additional requirements for acceptance into their Clan.

Article 3 - Finances and Property

     Toteg Tribe shall not own property, nor collect dues. There shall be no fee for membership, however each member is expected to reimburse the Tribal Doyen for the cost of their membership card. Clan Doyens are expected to reimburse the Tribal Doyen for the costs of any printed material they needed sent to them.

     Clans and Septs should not accumulate property except for those expendables used in performing religious circles. Tools and implements used in ceremonies should be the personal property of the participating members. Each Clan shall be self supporting from the contributions of its own members and visitors.

Article 4 - Individual Rights

     Should any member of the Tribe be accused of wrongdoing by another member of the Tribe, the accused shall be considered innocent until and unless proven guilty by the accuser before the Council of Doyens.
     Neither the Tribe nor any branch or individual of the Tribe shall make any judgement concerning the sexual behavior of consenting adults.
     Everyone has the right to resign membership in Toteg Tribe at any time.
     Everyone has the right to resign membership in a Clan or Sept without resigning membership in Toteg Tribe.
     No member of Toteg Tribe may be compelled to join a Tribal society or association.
     No member of Toteg Tribe shall be prohibited from also being a member of other religious or spiritual organizations.

Article 5 - Leadership and Offices

     Leadership of Toteg Tribe is vested in the clergy. The clergy consists of Doyens, Sacars, and Circle Leaders.
     The Tribal Doyen serves for life. The first Tribal Doyen of Toteg Tribe is Joseph B Wilson.      Upon the death of the Tribal Doyen a new Tribal Doyen will be selected by the members of the Doyen Council from among their own members.
     The Tribal Doyen is responsible for the overall spiritual leadership and administration of Toteg Tribe. The Tribal Doyen is the Chieftain of the Doyen Council. The Doyen Council acts in an advisory capacity to the Tribal Doyen
     Each Clan Doyen is responsible for the spiritual leadership and administration of their Clan and any Septs branched from their Clan. Each Clan Doyen is a member of the Doyen Council.
     Each Sacar is responsible for the spiritual leadership and administration of their Sept.
     Circle Leaders are honorary clergy, in training for full ordination.
   In addition to the clergy, Toteg Tribe recognizes technicians of the sacred whom we call Visar(s).

Article 6 - Policy Letters

     The Tribal Doyen shall write and publish Policy Letters that shall contain details and guidance for tribal organization, conducting spiritual services, spiritual education, training of clergy, and all other matters as pertains to the administration of the Tribe as needed.

Article 7 - Constitutional Amendments

     After acceptance, this constitution may be amended by unanimous vote of the Doyen Council upon approval by the Tribal Doyen.
